Provides a tax credit to taxpayers who build or manufacture a high performance home (qualified under the federal Energy Star pgogram of the state-certified NC Healthy Build Homes program). Tax credit also applies to high-performance homes build by a non-profit organization. Requires public schools and universities to report their energy use and costs to the state.
