SB 2051 provides for a study of the cost savings and benefits of reducing energy consumption in state buildings by 20

percent; directs planning for meeting the 20 percent petroleum use reduction in the state fleet; codifies the duties and

responsibilities of the Department of Health and Human Services to provide weatherization assistance to low-income

families; and directs the creation of a Biofuels Strategic Plan for North Carolina.

This bill takes critical first steps toward addressing North Carolina’s inadequate energy efficiency policies. Currently,

our state ranks 46^th in the nation for energy efficiency. During hearings for this bill, Sen. Albertson made it clear that

energy efficiency is something of which the General Assembly should take a serious look when they return in January

for the 2007 long session.
